PR media contact tools: how agencies can test Vuelio, CisionOne and ResponseSource
A non-ranked evidence list for PR media-contact tools, with a manual baseline, current supplier records, public gaps and buyer-owned test questions.
What to take away
- No winner can be named. Vuelio, CisionOne, ResponseSource and a manual baseline are settled by your own task trial, not by brand familiarity.
- None of the three published an indicative price, a named edition or a contract term on the pages reviewed on 6 September 2026.
- Cost and territory stay unproven until an order form arrives in writing.
- The dated third-party record found for Vuelio is the Companies House entry for Access Intelligence Media and Communications Limited. ResponseSource's terms were last labelled updated April 2018.
- An unevidenced gate is a hold, not a lower score.
Disclosure: no tool was tested, and no supplier provided access, payment or a free product. What follows is a published-document review plus a test plan you can run.
Why the comparison ends in a hold
A buyer wants to know which service reaches the right journalist, and at what cost. Public documents answer neither. Product pages describe features, terms describe licensing, and neither proves an England contact set is accurate today.
Price and territory sit in an order form that none of the three publishes, so no comparable figure exists. The honest output is a shortlist and a test. The three media-contact services on one workflow article sets out how to run candidates through one pipeline.
Vuelio Media Database
Vuelio's product page describes contact and outlet profiles, search, groups, private contacts and exports. These are first-party claims about capability. Companies House records show Access Intelligence Media and Communications Limited as an active English company, and the group privacy notice places the Vuelio brand inside Pulsar Group.
Public records did not establish the ordered edition, price, accessibility conformance, security scope, buyer data roles or exit result. Request the order form, current schedules, a data-source explanation and a permissioned trial.

CisionOne Outreach
The UK CisionOne page says Outreach provides access to media profiles. Cision's general terms cover media database data, client data, licensing restrictions and the order-form contracting entity. That is a contract framework, not evidence of accuracy or of a successful pitch.
Contact records are personal data, so the Data Protection Act 2018 governs how they may be held and reused. The media lists and stakeholder data article draws that flow before any label is applied.
No third-party public record was found for CisionOne, so that gap is stated rather than filled. Ask which entity signs, which edition and territory apply, how provenance is shown, what email is copied, and what survives export.
ResponseSource Media Contacts Database
The terms identify ResponseSource Ltd, company number 03364882, and define the database service. They cover authorised access, licensing, direct-marketing restrictions, private-contact roles and return or erasure for processor-held private contacts. They were last labelled updated April 2018.

Confirm which version governs your order. This database is not interchangeable with the Journalist Enquiry Service or Press Release Wire, and a feature list is not proof that a given outlet will appear.

Example: a permissioned task trial
- Build a synthetic contact list containing one deliberately suppressed record.
- Ask the supplier to show the source of every field, with no live send.
- Export in an open format, delete the tenant, then obtain written confirmation.
- Record pass or fail per gate, with no partial credit.
Before you sign: the buyer gates checklist
- Obtain the order form, current schedules and the signing entity in writing.
- Confirm which edition and territory the quote covers.
- Confirm a suppressed contact cannot enter a send.
- Confirm the export format and what survives termination.
- Check processor terms and a named erasure contact against ICO guidance.
- Send liability, IP and termination clauses to legal review, as set out in the six commercial contract decisions article.
Common questions
Can you name the best media contact tool for an England PR agency?
No. Public records show capability claims and contract frameworks, not accuracy or pitch results. The choice rests on your own trial, scored per gate.
Do any of these suppliers publish a price or edition?
No list price, named edition or contract term appeared on the public pages reviewed on 6 September 2026. Ask for the order form and schedules.
Is a spreadsheet and mailbox a genuine alternative?
Yes for a small, stable contact set, if you can trace every field, keep suppressed contacts out of sends, and hand over the files at exit.
What single action decides the purchase?
Trace one field to source, block one suppressed contact, export the list, delete it, then get written confirmation.
